Operational Strategy
The initial preparatory phase of 6 months was crucial in establishing the network, understanding the dynamics and unstable challenges in the field area. It required an innovative as well as a diversity of approach in skills and resources such as: Extensive field visits for physical identification of the groups.
- Identifying key Stakeholders including local NGOs
- Restructuring and capacity building of Existing NGOs
- Thorough Assessment of existing SHGs
Training
In Phases I and II, ICPRD did not directly implement projects in the area; rather a coalition was envisaged with ICPRD as the parent NGO, building capacities of the partner NGOs through training workshops. The model followed was as:

ICPRD developed a training strategy through the following stages:
Stage I Organization of groups by NGOs and the poor at the local level
Stage II Identification, interface, training of NGOs at state level through a consultative process; developing district and state level NGO alliances (ICPRD and state level partners);
Stage III Facilitating state level coalitions of NGOs and interface with banking agencies/advocacy.
Stage IV State level field-testing of modules

- Training of Trainers (Micro Finance)
- SHG Members’ Training
- Building a Micro Finance Cluster Federation
- Enterprise Promotion Activities
- Coalition Building for Empowerment
- Micro finance Advocacy
